Hey Jessica,
This is a very cute animation! I love his facial expressions and I understand the story clearly. I think you have a great twist here with the flute and it floating to his head!
As for the choppiness I'm watching your frames and it's seems to be going frame by frame like it's on 1's....and if this were to be playing realtime it would actually go super fast... You're using the lunchbox? Hmm how are you exporting this animation from the lunchbox to movie file? Try checking out your export settings and see if it's on 24fps.
As for the animation I have a few suggestions! In terms of cutting shots I noticed one thing: When he put his hand in the hat to take out the flute, the next shot has him with the flute already. It's a small detail, but in the shot before he has the flute in his hand, have him in the middle of taking the flute out of the hat. The audience will then but two and two together. If not some people may think it magically appeared in his hands.
Story-wise when he approaches the hat he could slow down a bit with a curious look like "Oh whoa! What's this? A hat?" and then rubs his hands going "Oh boy oh boy! What could be inside??" This can help show some more personality.
Then when he pulls the flute out of the hat he can be more excited and surprise like "Oh my! A flute!! How cool!! This hat is awesome!!"
Before he plays the flute he can think about it for a second like. "Hmm what can this flute do?" It came out of a hat so he must be curious to see if it can do some cool tricks. It can be real simple and short like he just looks at the flute with a curious, thoughtful expression. Then he goes "Oooo I know! I'll try playing the flute to lift the hat!" That pose can be him looking up with a "A-ha! I got an idea!" look.
He then plays the flute, puts it on his head, and maybe even HE can be surprised. The hat can land on his head and be like "Oh! It's on my head!! I really made it float and land on my head? Coool!" This emotion can be shown by just him opening his eyes with the expression "Oh!", and then he looks up at the hat, then looks back to the audience with that awesome smile of his. Then takes a bow, and the end!
This is looking really great so far! I hope you fix the choppiness somehow I would love to see this in real-time. I hope this feedback helped! Good luck and keep it up!! :)

yeah i think next time i will do scanning so that i can make one background layer to put the foreground layers on top. im still a little shabby with photoshop, but ill give it a shot next time! thanks for your feedback

How cute!! I really love this animation. Your character, which is Mr. Bean Boing in this animation, is showing really good emotions on his face :D I think you did really well on this work!

Student's intentions
Mr. Bean is supposed to find a hat and pull something interesting out of it. He should clearly show emotion in all scenes. There should be some kind of twist.
